One of the weaknesses in most approaches to Business Process Management has been their approach to process measurement. If you contrast the effort that most BPM practitioners focus on measurement and compare it with the efforts made by Six Sigma folks, it becomes a glaring difference. This is not to say that Six Sigma approaches are altogether satisfactory either. Six Sigma approaches tend to focus too narrowly on measures that track process improvement, and not enough on on-going measures of process performance.
